At the start of the game, a short-haired girl dressed in a yellow jumpsuit will guide you through the initial steps. Simply follow the blue arrows on the screen to progress. The first infrastructure package is provided for free, containing only basic small houses that will be stored in your building information book. By selecting the desired island and scrolling through the available buildings, you can long-press and drop them onto the desired location on your land.

As your city grows, the buildings and infrastructure must become more diverse. You can even have a small house with a garden for farming and animal husbandry, or a massive multi-story high-rise apartment building. Explore five islands scattered across the vast ocean. The first island in the center is already unlocked, but the surrounding islands must be unlocked by fully developing the previous ones. Each island has its own requirements and once those are met, you can unlock it and begin building. Merge houses and construct different buildings like cafes, restaurants, farms, and more to attract more residents to your city and make it a bustling hub of activity.

To obtain house card packs, players must have money, gold, or diamonds. However, to acquire these currencies, you must collect money from your houses. Once a house is inaugurated, it will officially go into operation and generate income after a certain amount of time has passed. A truck will regularly move around the city, collecting the money from your houses. The waiting time varies depending on the type of house, and the amount of money received also increases over time.
